Two things stick out in the article:

How can tax revenue be lost? They mean people paid less than the government spent. So instead of the government tightening it’s belt, the citizens of Britain will have to tighten theirs, or at least that 1% will. There is no way the British government is going to give less to a huge voting block. No, it’s more more more for the poor! Now go vote for us!
2. In order to help pay for additional support for people now…
Socialism at it’s finest. We are increasing support for those that have less and funding it from those that have more. Sorry chaps, hope you don’t mind, but we win votes this way. Since you are just 1% of the population you can’t hurt us, if we lose your votes, so Cheerio!
The saddest part of this for me, is this is where we are heading. Well, it’s where we are, just to a lesser degree. The world’s Democracies have discovered they garner votes with other people’s money. Those other people are a smaller voting block, hence no biggie if they get ticked, and no one has the rich guys back, except the few other rich guys. It’s as easy as taking candy from a millionaire.
